Limestone valley, hard water
The Pennsylvania Geological Survey describes northern Berks County as part of the Great Valley, underlain mainly by carbonate rock in the south. The 2011 Fleetwood-Maidencreek-Richmond plan says that limestone belt tends to produce hard groundwater that requires softening for most uses, and notes a hazard of groundwater contamination from fractures and sinkholes.
Hard water. Scale, spots and soap that won't lather. Hard water →
Nitrate near farmland. Kutztown's report says nitrate can rise quickly after rain or farm activity. Reverse osmosis reduces it in drinking water.
Older homes. Census data show about 29% of Kutztown's homes and 35% of Fleetwood's were built in 1939 or earlier.

Kutztown and Fleetwood water: common questions
Who supplies water in Kutztown?
Kutztown Borough Water, which EPA lists as serving about 14,200 people. Its 2025 report says the water comes from four wells on the Borough Farm and is treated at the borough's water treatment plant.
Is Kutztown water safe?
Kutztown reported no violations for 2025. Nitrate was up to 4.23 ppm (limit 10), PFOA 2.2 parts per trillion (state limit 14) and trihalomethanes 20.9 ppb (limit 80). The borough says its 2025 lead samples came back between 0 and 3 parts per billion.
Why does Kutztown talk about nitrate and farming?
The borough's report says nitrate levels may rise quickly for short periods because of rainfall or agricultural activity, and its source water assessment rates the wells as most susceptible to agriculture and transportation corridors.
Who supplies water in Fleetwood?
Fleetwood Borough, from seven wells: five in Ruscombmanor Township, one in Richmond Township and one in the borough. It serves all of Fleetwood and parts of Richmond and Ruscombmanor townships.
Is Fleetwood water hard?
The 2025 report doesn't list hardness. The 2011 Fleetwood-Maidencreek-Richmond plan says the limestone belt under the central and southern part of the area tends to produce hard groundwater that requires softening for most uses. Our free test measures yours.
Are there private wells around Kutztown and Fleetwood?
